Are people paying app fees before seeing the apartment?

I feel like I’m missing something. My husband and I have been searching for an apartment with an October 1 move in date. I have a spreadsheet with 30 addresses that we’ve contacted people about hoping for a tour. Out of those 30, how is it I’ve only seen 1? And I had 2 others scheduled, but they both canceled! Am I looking too early? Are people just spending a shit ton of money on app first just to be considered for a tour? We have lots of options within our budget and requirements, but it seems impossible to actually get the ball moving and I don’t know why.
