[WANTED] bike for petite female (5ft tall) <$200

I'm looking for a good condition casual bicycle to get around campus that is suitable for my height (I'm slightly less than 5') for <$200. I would like to try it out first before agreeing to the purchase. It would be ideal if helmet, lights, basket and lock are also available (but not necssary).
