[WANTED] Fixed Gear / Road bike, $ 200 to 400

Hi, I'm looking for either a track bike or a road bike going up to $400 depending on the condition.
I'm 1.78m (5'10") tall so a frame size around 55cm would be great.
I would also need a U-lock and helmet.
